Normally Data Ops pushes custom audiences or other data segments to our ad accounts through LiveRamp. That's why AdOps will give you an ad account ID in your onboarding projects in POP. For Google though (including YouTube), custom audiences are manually uploaded by AdOps, so it's not a normal LiveRamp push.
Your client does have to meet some requirements -
1000 active users matched, 90 days of ads history, and a $50k lifetime spend (this figure is media spend, not including our markup).
